Genesis 1:2 – God vs The Chaos Dragon!

In the first verse of Genesis chapter 1, God creates the Heavens and the Earth.  But in the second verse, the earth is chaotic and desolate.  Did God create it that way, or did something happen to MAKE it a chaotic wasteland?
